UPLAND DISPOSAL FACILITY
The Upland Disposal Facility (UDF) will provide a safe, state-of-the-art containment and storage facility for most of the sediments and soils to be removed from the Housatonic Rest of River reaches, with the remainder to be disposed of out of state. The facility is owned by GE and will be managed by GE under the supervision of U.S. EPA for the exclusive purpose of Rest of River remediation.
The landfill is being designed with redundant safety features that include clay layers, multiple high-density polyethylene liners, drainage layers and leachate water collection and treatment. It will accept a maximum of 1.3 million cubic yards of lower-PCB concentration sediments and soils. Material with higher PCB concentrations will be safely transported to a U.S. EPA-approved disposal facility or facilities outside of Massachusetts.
When finished, the UDF will be capped and vegetated. A regular schedule of post-closing inspection and maintenance, including groundwater monitoring, will be established with U.S. EPA approval. These inspection activities will be ongoing to ensure that the UDF is meeting all performance requirements and specifications. Inspection and monitoring reports, like other project documents, will be submitted to the U.S. EPA and available for public review.
